best way to add x frames every y seconds to a movie’s timecode position?

What’s the best way to add x frames every y seconds to a movie’s timecode position?
I can do this using movies % position but can’t figure out how to do using movies timecode

So I can't say I would call this best practice, but this is working for me playing back a Hap Avi file.
Each time the 'a' key is hit, the position is set to the current position plus 10 frames.
