Yes it is a perpetual license.

If you have a perpetual license and not a subscription, yes, you can do this. 

Once you find a buyer, you can ask to have the license transferred to another name by opening a ticket and requesting the transfer. You'll need to give the identifying information for your existing license (license name, serial number, email used at the time of purchase) to prove you are the owner of the license.

Note that you have a v2 license, not v3. You need to tell the potential buyer that they will need to pay a US$175 upgrade fee to get Isadora v3. We will also inform them of this when we transfer the license to them, to ensure they are not under the impression they will get a license for Isadora 3.
