I need an actor that loads and displays Vector Files as Image Stream. In an ideal world with 2D or even 3D scale and rotation...

Needs to be vector so that scaling etc doesnt blur the image.
Is somebody aware of some quartz patch doing this already? I am lazy and want to spare the time building it myself if possible.

You could possibly import the vectors to a 3d software and export 3ds files, and use these.
That will give you the scaling and rotation, also the option add a video texture (if you setup a texture in the 3D software).
