Registered version, but preferences are not saving and can't click into anything other than General

We've got a registered version of 2.2.2. The files themselves can be saved and are editable, but the preferences are not working. First, no other preferences can been clicked into besides the General tab that comes up (so we can't assign stages). Second, in attempting to make changes to the general preferences, the only selectable option is Cancel rather than Ok. Anyone seen this issue before? We deleted the old preferences from the computer but it hasn't changed anything.
