 You don't need to be able to read Chinese. You could read it by pointing a smartphone at it with Google Translate: https://blog.google/products/translate/google-translates-instant-camera-translation-gets-upgrade/

Of course the translation won't be perfect, but it works decently well. I use it for forms in German and had to use it when the version of windows we bought to install on some testing computers only came in Swedish.
