Yes it can.

There is a Quicktime VR actor.

No Problem - works really well when connected to a Wii remote ;)

You can easily use a Wiimote and connect it to the tilt, pan and zoom input of VR movie actor... there are many different choices

Also, you can try to do this also with a kinect :)
