        Try the "stage background" actor. There is more than one way but that will get you started.

          Looks like a video delay + buffers, so try the Video Delay actor, Buffer actor.. maybe combined with Freeze at times.

            I would maybe combine Wave Generator (set to square wave) - Video Fader and a string of Video Delays to get full control over the trails. A feedback loop could work, or a feedback loop with a Video Delay in it, or even Motion Blur might be a solution. The niceness of this effect is a combination of splitting the image into a series of separate images, and having control over the time between them. Buffer might give you more control.
