I'm not entirely sure how to help here. Is there a specific question you have, or are you asking for advice on how to program the various elements of your project?

If the original project was created in Isadora and you still have the file, it would be helpful if you could post the file and explain what you need to change and where in the patch we can look to see how you handled that particular part of your project. A description of each of the systems as you want to have them now would be extremely helpful as well (I got a bit confused about what your current goals are because of the included backstory about previous versions of your work). Overall it would be great to have more detail about what you already have working, what you'd like to change about your existing functions, what new functions you need, and/or what old functions you need to change (and how they need to change).

The best solution is to make a video with transparent background and export it as Apple ProRes 4444 (with alpha channel) or HAP alpha

example in FCP X:

and then in Isadora set the projector "blend" to transparent:

and here the result:

and if you have the Text Video in another scene don't forget to set the "transition" in the activate scene actor to "above":

Good to note, but I actually figured it out. I was just missing the carriage return at the end. So I was putting in "C00" and all I need to add was "C00\r" and it worked.

Here's my setup:

MacPro 5,1
12 core, 128 GB ram
OS 10.13.6
GPU: nVidia Geforce GTX Titan X

Webcam: Microsoft LiveCam Studio HD USB cam. Has worked very well as a live video source in Isadora 2.6.1

I'm measuring CPU usage with iStat Menus, screen shots included.

I should mention that I forgot a detail regarding Live Capture in 3.2.6 on my system: with a new file, when I first click "Start Live Capture" in the settings window, the webcam image *does not* appear in either the Preview or Channel 1 mini preview at the bottom of the Live Capture Settings window. The audio connection shows up in the Channel 1 mini preview, but no video. And the CPU usage does not go up at all. Only after toggling "Force JPEG Capture" a couple times will the video capture start and then of course CPU load goes up. This has never happened in previous versions.

And related, when I leave "Force JPEG Capture" on, the CPU usage goes down significantly to somewhere around 160%. Turning "Force JPEG Capture" off again shoots the CPU usage back up to at least 600%.

"Force JPEG Capture" appears to have the opposite effect in Isadora 2.6.1: with "Force JPEG Capture" off, CPU usage sits around 90-100%. When "Force JPEG Capture" is turned on, CPU usage just about doubles to around 200%.

 If I recall correctly you might be able to get the RGB stream in through Live Capture (like a normal webcam).

Unless I misunderstand, what you want to do is trigger things based on the current play position of a video or audio file. This is already quite possible through the use of Comparator and Time Comparator actors hooked up to the 'position' output of the Sound Player or Movie Player actor.

I'm intrigued that CCTV camera can be used to create amazing effects like you did! At the moment, due to the budget restrictions, we may need to opt to the placing the camera in different area option.. haha..
