I think you should open a support ticket. This is rather unusual sounding. I will say that the install path is non standard, so I would recommend trying the default path, and it might be worth double checking that you do not have a 32bit version of Windows 10. What I do personally Create a folder inside the Troikatronix Actor plugins with the name of the Plugin that I wish to install and put the contents of the Windows folder of the plugin inside that folder..
For example my ArtNet plugins are inside a folder called ArtNet inside the Troikatronix Actor plugins.
